 MADAKTARI 72 WATIMULIWA KAZI MBEYA

BODI ya Hospitali ya Rufaa ya Mkoa wa Mbeya, imewasimamisha kazi madaktari 72 kwa kosa la kutoingia kazini kwa siku tano jambo ambalo ni kinyume cha makubaliano ya mkataba.
Imeelezwa kuwa madaktari hao ambao 54 ni wale wa mafunzo ambao waliingia mkataba wa miaka miwili na hospitali ya Rufaa na madaktari 18 ni wale walioajiriwa na Wizara ya afya.
Akizungumza na waandishi wa habari, Mwenyekiti wa Bodi Kaimu Mkuu wa Mkoa wa Mbeya Norman Sigara, alisema kitendo cha madaktari kutoripoti kazini kwa siku tano ni ukiukwaji wa kanuni za utumisha wa umma toleo la 2009 kifungu namba F.16-F17 na F. 27.
"Hivyo kupitia kanuni hiyo madaktari hao wamesimamishwa kazi na kurudishwa kwa mwajiri wao ambaye ni Katibu Mkuu Wizara ya Afya na Ustawi wa Jamii kwa hatua zaidi za kinidhamu,"alisema Sigara.
Kwa mujibu wa Mwenyekiti huyo wa Bodi, imeelezwa kuwa siku ya tarehe 23/6/2012 wafanyakazi 15 waliokuwa zamu(Intern Doctors 12 na Registrars3) hawakufika kazini na tarehe 24/6/2012 wafanyakazi 19(Intern doctors 15 na Registrars 4) hawakufika kazini.
Alisema, kuanzia tarehe 25/6/2012 hadi leo imethibitika kuwa Interns doctor 54 na Registrars 18 hawakufika kazini hadi leo tarehe 28/6/2012 ambapo tarehe 25/6/2012 bodi ya hospitali ilifanya kikao cha dharura kujadili hali ya utendaji kazi na utoaji huduma hospitalini na kutoa uamuzi.
Sigara, aliyataja maamuzi hayo kuwa ni Mwenyekiti wa Bodi akutane na madaktari ambao hawakufika kazini ili awasikilize sababu za kutofika na kujadili namna ya kumaliza matatizo hayo jambo ambalo madaktari hao waligoma.
Alisema, baada ya madaktari hao kukaidi ombi hilo, Bodi ya hospitali ili waandikia barua za kujieleza kwanini wasichukuliwe hatua za kinidhamu kwa kuvunja mkataba walioingia na hospitali na pia kukiuka kanuni za kudumu za utumishi wa umma nalo walilikaidi

"Iwapo madaktari ambao hawakuripoti au kueleza sababu za kuridhisha ifikapo tarehe 28/6/2012. Kwa kuzingatia kanuni za utumishi wa Umma, madaktari hao watasimamishwa kazi na kurudishwa kwa mwajiri wao ambaye ni Katibu Mkuu Wizara ya Afya na Ustawi wa Jamii,"alisema.
Aidha, alisema kuwa kwa ujumala madaktari hao waligomea barua zote mbili yaani ya kuitwa kwenye kikao pamoja na ile ya kuwataka kujieleza hivyo Bodi imechukua hatua za kisheria za kuwafukuza kazi.
Hata hivyo Mwenyekiti huyo wa bodi, alisema kuwa tayari hospitali ya Rufaa kwa ushirikiano wa Mkurugenzi wa Jiji la Mbeya, madaktari watano wamepatikana ili kusaidia huduma kwa hospitali hiyo.

Udhaifu Wa JK; Tafsiri Yangu

Ndugu zangu,
Watanzania wengi hatuna mazoea ya kusoma, hata makala za magazetini ukiachilia mbali vitabu vya taarifa na hadithi. Ndio, tu wavivu wa kusoma.

Kigong’onda ni aina ya ndege.  Ndege huyu  ana mdomo mrefu na anapenda sana kugongagonga mti kwa mdomo wake. Ndivyo anavyojipatia ridhiki yake. 

Lakini, kwa hulka yake ya kugong’onda kila kilicho mbele yake, basi, hata ukimwekea mti wa chuma porini, kigong’onda atahangaika nao mpaka damu zimtoke mdomoni. Ni hulka yake.  Kiongozi hapaswi kuwa kama kigong’onda.

Kuna hoja mezani juu ya udhaifu wa JK, imetokea Bungeni.  Yumkini, kama mwanadamu, JK ana mapungufu na udhaifu wake, nani asiye na mapungufu na udhaifu? Lakini, tukimzungumzia JK kama taasisi ya ’ Urais’, namwona Rais anayejipambanua na waliomtangulia. Ni  kwa kujitahidi kufanya yale yalo nafuu na yenye manufaa kwa nchi yetu  kwenye mfumo dhaifu uliopo.  

 Wanadamu tunapaswa kuhukumu dhamira ya mtu na si matokeo. Bado namwona JK kama kiongozi mwenye dhamira njema kwa nchi yetu. Nauona ujasiri ndani ya JK. Ni ujasiri wa kufanya yale ambayo, hata ndani ya chama chake hayakuwezekana kufanywa na Mwenyekiti wa chama huko nyuma. Na bila shaka, kuna wahafidhina ndani ya chama chake wanaomwona JK kuwa ni dhaifu kwa mantiki hiyo. Kuna wanaoamini, ndani ya CCM, kuwa Rais wa chama tawala anayekaa na kuongea na wapinzani Ikulu ni Rais dhaifu!

Na hata haya tunayoyashuhudia sasa, yumkini ni matokeo ya dhamira njema ya JK. Naamini, kwa tunavyoenenda sasa, Tanzania atakayoiacha  JK haiwezi tena kurudi kuwa kama ilivyokuwa kwa Julius Nyerere, Ali Hassan Mwinyi na Benjamin Mkapa. JK amepanua uhuru wa Watanzania kuchangia fikra zao bila hofu. Siku zote, hofu haijengi nchi.

Maana, tumefika hapa kutokana na mfumo dhaifu unaozaa Serikali dhaifu, unaozaa Bunge dhaifu na unaopelekea pia kuzaa vyama dhaifu vya siasa ikiwamo chama tawala. Na chimbuko lake ni Katiba ya Nchi iliyo DHAIFU. Ndio, tatizo la nchi yetu ni tatizo la kimfumo.

Ni tatizo lililoasisiwa tangu Awamu ya kwanza ya Urais.  Angalia, Katiba yetu inampa nguvu nyingi sana Rais. Tuna bahati tu hajatokea Rais anayeamua kuzitumia ipasavyo nguvu hizo.

Nimeona katuni ya ndugu yangu Masoud Kipanya kwenye gazeti la Mwananchi la jana, Juni 23, 2012.  Kipanya alionyesha foleni ndefu ya wapiga kura Watanzania walio tayari kumpigia kura Rais Dikteta.   

Niliogopeshwa na michango ya  maoni ya Watanzania juu ya katuni ile. Wengi walionekana kuikubali hali hiyo. Kuwa kwao kwa hali ilivyo sasa ni heri kutawaliwa na dikteta kuliko Rais dhaifu!

Inasikitisha na inaogopesha kuona kuwa tumefika hapa. Naamini mimi na wengine wengi tuliokulia enzi za chama kimoja  na Rais mmoja ambaye ni kila kitu, tusingependa kurudi huko tulikotoka. Nikayasoma jukwaa moja maoni ya Mtanzania Ludovic Mwijage aliyejaribu kuonyesha ubaya wa udikteta. Hapo chini nimeweka kitabu cha Mwijage kilicho kwenye maktaba yangu. Kwa mimi niliyesoma kitabu chake, ningeshangaa kama Mwijage angeunga mkono hoja ya kumwona JK dhaifu na kutamani Rais Dikteta.

Ukweli, sisi wa ’ Kizazi Cha Azimio’ tuliwaona wazazi wetu wakiishi katika hali ya hofu na mashaka. Waliishia kunong’ona tu pale walipotaka kuishutumu Serikali na Rais aliye madarakani.

Mjumbe wa nyumba kumi alikuwa ni mtu aliyeogopewa sana.  Huyu  alikuwa ni wakala wa Chama tawala na Serikali. Moja ya majukumu yake ilikuwa ni kuwatambua, katika nyumba zake kumi, wale wote waliokuwa na mitazamo tofauti na ya Serikali na Mkuu wa Nchi. Ni wale walioitwa ’ Wapinga Maendeleo!’. Kuna waliosekwa rumande, kuna waliofungwa magerezani.

Enzi zile viongozi watu wazima walisimama majukwaani na kusema; ” We have a One Party Democracy!” Katika dunia hii hakuna ‘ One Party Democracy’ bali ‘ One Party Dictatorship’. Hata kwenye nyumba mwanamme ukishaoa huwezi tena kutamka juu ya ‘ One Man Family!’- Na watoto wakiingia kwenye familia , nao pia wanatakiwa wawe na sauti.

Afrika Rais anategemea sana wasaidizi wake katika kuifanya kazi yake. Hivyo, mfumo dhaifu huzaa wasaidizi dhaifu pia. Mfano, pale Bungeni hakukuwa na haja yoyote ya mbunge kutolewa nje kwa kutamka ‘ JK ni Dhaifu’.   

Badala yake, ilikuwa fursa kwa wasaidizi wa JK kujenga hoja za kubomoa hoja za mbunge huyo.
Kumtoa Mbunge nje kumemsaidia zaidi kuwasilisha ujumbe wake na hata ukaaminiwa na wengi. Maana, swali la hata wasiofutilia vipindi vya Bunge ni ‘ Kwani huyo Mnyika amesema nini?” Ni yale yale ya Zitto Kabwe kutolewa Bungeni kwa hoja ya Buzwagi. Nakumbuka kumsikia Mzee Malecela akisimama Bungeni na kutamka, kuwa dawa ya kidole chenye kansa ni kukikata!

Malecela na wengine katika CCM walisaidia, kwa kasi ya ajabu, kumtangaza na kumpa umaarufu Zitto Kabwe. Maana, wengi mitaani walitaka kukiona kidole hicho chenye kansa kinachokisumbua chama tawala na kikongwe hapa nchini, CCM.  

 Na mpaka hii leo, CCM wanarudia makosa yale yale ya jana. Na kwanini wanarudia? Ni kwa baadhi ya watendaji, kuingiwa hofu na wimbi hili la mabadiliko, hivyo kutojiamini na hata kufanya yale wanayodhani yatamfurahisha aliyewateua, kumbe, wanamharibia, na wanazidi kukipaka matope chapa chao.
Naam, tunaweza kuondokana na mfumo dhaifu kupitia Katiba mpya ijayo. Inawezekana.

England were denied a place in the UEFA Euro 2012 semi-finals as they suffered a heartbreaking defeat by Italy on penalties.
The Italians had controlled large parts of the match in Kiev, with midfielder Andrea Pirlo in superb form and Manchester City striker Mario Balotelli a constant threat.
But England's stubborn defending meant Italy were unable to break through as the match was taken to extra-time and then penalties.
Italy hit the woodwork twice, with Daniele de Rossi’s outrageous sliced shot coming off the inside of Joe Hart’s post in the very early stages and Alessandro Diamanti's miss-hit cross also hitting the post in the first-half of injury time.
England did have a spell in the first half of normal time when they were able to threaten but Liverpool defender Glen Johnson had his lifted shot saved while Manchester United forward Wayne Rooney’s diving header glanced over.

Di Rossi had a fine chance at the beginning of the second half but he scuffed wide from close range and Riccardo Montolivo then fired over the bar after pouncing on a loose ball when Hart parried Balotelli’s shot.
England were heroic in defence and they were forced to hang on again in extra-time as Italy continued to threaten Hart’s goal.
English hearts were firmly in mouths right at the end of the second period of extra-time when Antonio Nocerino headed into the roof of the net only for the goal to be correctly ruled out for offside.
And so to the penalty shoot-outs, and after Balotelli and Steven Gerrard scored with the opening two spot kicks, Montolivo missed his kick by dragging the ball wide.
Rooney’s penalty put England in control but after Pirlo scored with an audacious chip down the centre of the goal, Ashley Young and Ashley Cole both missed as successful penalties from Nocerino and Diamanti sparked Italian celebrations.

Italy now play Germany in the semi-finals in Warsaw on Thursday.

Arsenal have slapped a £30 million price tag on striker Robin van Persie.
The Dutch striker has so far failed to agree an extension to his current deal which has just one season left.
The club are willing to make Van Persie the highest earner in the club’s history with an offer close to £130,000-a-week.
But Gunners chairman Peter Hill-Wood ­admitted that if ­another club offers Van Persie £250,000 a week, then ­Arsenal would not be able to compete.

 Arsenal have not given up hope of keeping their captain, but if he insists on leaving the price will be high.
Van Persie is being tracked by Manchester City and ­Juventus.
Paris St Germain, funder by Qatari owners, are also keeping tabs on developments.
Russian League big spenders Anzhi, managed by Guus Hiddink, would also top any contract offer to Van Persie. But the 28 year-old striker does not want to be based in Moscow. This ­summer’s debate will revolve around Van Persie’s willingness to commit his future to Arsenal.
If he can’t do that the London club will take any £30m offer – even one from a rival Premier League club like champions City.

If no-one matches that valuation, then ­manager Arsene Wenger is happy to keep Van Persie at The Emirates and allow his contract to run down in June 2013.
That would make the player a free agent in a year’s time but he would also be approaching his 30th birthday and his market value will have dipped and he would be ­unlikely to command a salary in excess of Arsenal’s current offer.
Arsenal will also have bolstered their strike force by the start of the season.
Lukas Podoloski has already joined from Cologne for £10m and a deal for a similar sum has been agreed with new French champions Montpellier for striker ­Olivier Giroud. If Van Persie stays at the club to see out his contract Giroud will have a full season to adapt to the Premier League.

 But there is also a question mark about the ­future of Theo Walcott. The England winger also has one-year left on his contract but talks about a new deal have reached deadlock.
The two parties are still some distance from agreement and Walcott could be on the move in the summer.
